“蜀信·稅農(nóng)貸”：產(chǎn)業(yè)發(fā)展新“引擎”

鄉(xiāng)村振興，產(chǎn)業(yè)興旺是關(guān)鍵,達(dá)州市農(nóng)信社（農(nóng)商銀行）圍繞農(nóng)業(yè)產(chǎn)業(yè)振興，找準(zhǔn)農(nóng)信金融服務(wù)與鄉(xiāng)村振興戰(zhàn)略結(jié)合點，充分發(fā)揮“蜀信·稅農(nóng)貸”金融產(chǎn)品杠桿作用，將“納稅信用”轉(zhuǎn)化為“扶貧資本”。截至目前，該社已累放“稅農(nóng)貸”貸款11筆，累放金額6165萬元，惠及900多戶貧困戶，有效撬動農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展，助推全市地方經(jīng)濟縱深推進(jìn)。

“農(nóng)字號”企業(yè)融資不再難

臨近春節(jié)，萬源市巴山食品有限公司迎來了一年中最忙碌的時刻，來自全國各地采購腌臘制品的需求十分旺盛，董事長吳華卻犯了難，因為需要采購大量的生豬，然而公司資金周轉(zhuǎn)困難，公司禽畜雖然投入大，但很難作為銀行的抵押物，在一籌莫展之際，200萬元“稅農(nóng)貸”的及時發(fā)放解決了其燃眉之急。

“稅農(nóng)貸”是2017年達(dá)州農(nóng)商銀行與達(dá)州市稅務(wù)系統(tǒng)共同推出的全國首款涉農(nóng)納稅信用貸款產(chǎn)品，通過建立納稅信用嫁接機制，涉農(nóng)企業(yè)只要規(guī)范經(jīng)營、誠信納稅、帶動扶貧，就可以獲得信貸支持，有效解決“農(nóng)字號”企業(yè)融資難問題。

在該項信貸政策的大力推動下，萬源市巴山食品有限公司日益發(fā)展壯大，成長為農(nóng)業(yè)產(chǎn)業(yè)化省級重點龍頭企業(yè)。公司現(xiàn)占地21312平方米，建有1000噸冷庫一座，結(jié)凍能力1000噸，屠宰分割生豬、肉牛、舊院黑雞生產(chǎn)線各一條，配備生豬、肉牛、舊院黑雞養(yǎng)殖基地、圈舍、肉品檢疫檢驗中心、污水處理、交易市場等設(shè)施，年屠宰生豬40萬頭，肉牛5萬頭，舊院黑雞100萬只。產(chǎn)品遠(yuǎn)銷北京、上海、成都、重慶、廣東、湖南、湖北等地。

在萬源農(nóng)商銀行的牽線搭橋下，其對口幫扶單位——萬源市大沙鄉(xiāng)桂花村還與萬源市巴山食品有限公司簽訂了《扶貧周轉(zhuǎn)資金投資合作協(xié)議》，開啟了桂花村集體資金入股企業(yè)增加集體經(jīng)濟收入的新模式。近年來，該社積極引導(dǎo)和幫扶貧困村實施產(chǎn)業(yè)脫貧，鼓勵貧困戶依托當(dāng)?shù)刭Y源優(yōu)勢發(fā)展特色產(chǎn)業(yè)，提高貧困村持續(xù)增收能力。

“產(chǎn)業(yè)興”帶動貧困戶增收脫貧

位于四川省達(dá)州市宣漢縣的貧困村號樓村正在擴建60畝的青脆李基地，3年投產(chǎn)后，每年可賺40萬元。然而，在這之前，項目卻因為缺少資金、無法啟動，就算貸款也因為缺少抵押物而被拒之門外。

承包青脆李基地的這家企業(yè)很快憑借納稅信用，申請到“稅農(nóng)貸”。擴建的基地動工了，貧困戶也獲得了更多的打工機會。  “我們拿到這30萬元‘稅農(nóng)貸’貸款后，對土地進(jìn)行了整理和購苗，在村上雇了十幾個貧困戶，讓他們在基地打工，帶動他們增收脫貧。”宣漢縣舜勤農(nóng)業(yè)開發(fā)有限公司董事長王舜如是說。  “在基地打工，我們一年能掙到1.5萬元左右，我們的土地流轉(zhuǎn)費用，戶平有2000元左右，到年底就可以脫貧了。”宣漢縣號樓村貧困戶康潤良對參與土地流轉(zhuǎn)，并到基地打工，對實現(xiàn)年內(nèi)脫貧充滿信心。下一步，達(dá)州農(nóng)商銀行將繼續(xù)創(chuàng)新思路，立足本土，圍繞農(nóng)村經(jīng)濟發(fā)展、農(nóng)業(yè)產(chǎn)業(yè)振興、農(nóng)民美好生活所向，服務(wù)好鄉(xiāng)村振興大業(yè)。撬動農(nóng)村產(chǎn)業(yè)發(fā)展新引擎，助推鄉(xiāng)村實現(xiàn)全面振興，朝著農(nóng)業(yè)強、農(nóng)村美、農(nóng)民富的美好藍(lán)圖加速邁進(jìn)。
